Think I may have put my front tire on wrong?

I took my front tire off because I had plans, and they changed so now I'm putting it back on. It spins freely on the axle, but it sounds like it's rubbing on something. Also the Spedo thing spins on its own about 180 degrees either way until some protrusions on it catch on the bottom of the fork, but it doesn't stop the wheel from spinning. Is this right?

That's just the brake pads. Go ride around and do some braking and it'll be fine

It's possible to get the stack of stuff on the axle aligned incorrectly and get some binding when the wheel turns. I can't remember exactly how, but I've done it briefly, and it had something to do with the speedometer drive. Jonathan-Philippe may be right about the pads though. If in doubt, you could unbolt the caliper and tie it out of the way, then spin the wheel to see if things act right.
