He could have started seeing them at 0:33; he was probably focused on the car he was overpassing. What if the pedestrians would have been a left-turner motorcycle, or a 4x4 piece of wood across the street, or a nice spill of Diesel fuel?

Yes, it seemed like he had plenty of time, if he were paying attention.
Also, the truck slowing down should have triggered the rider to at least slow a little and be prepared.

Even if he was focused on the truck, the sudden nose drive and brake lights should have keyed the rider that something was going on.
