What is supposed to go on the gauge cluster bolt

The bolt holds on the gauges but it looks like it’s missing some kind of grommet. I used a couple crush washers (because that’s all I had on hand) but I would like to know what actually goes on the bolt. Not sure if it’s supposed to be something rubber to absorb shock. (The bolt it question is the one with the goldish washers)

It's supposed to be just a bolt and a washer to distribute the force over the plastic.

With just the one washer the gauges flop all around, is that normal?

That isn't normal. Make sure that the fastener/threads are in good shape.

Didn’t think so, it’s possivle that the previous owner put way too long of bolts in, I’ll figure something out. Thanks.
