I considered getting the snowmobile version of my GMAX street helmet to make winters more comfortable but it probably isn't DOT certified, even if it is pretty much the same helmet.

That said, I think it'd be a little weird to be sweating under your jacket and cool up top. The minimal improvement to comfort makes me question the usefulness.

I don't know if this works or not, but more heat is lost and gained through your head and scalp because of the blood flow, so keeping your head and neck cool (or warm) may help to keep you cooled off (or warm).

I wonder if the bottom of the helmet is sealed off to prevent all that cool air from just dumping out around your neck. A nice cool helmet would be nice in the summer.
