This has been a fun ride...
Not sure if this is the right chat, but here goes: My roommate and I decided to each buy cheap bikes, fix up a bit, and learn how to ride. We each bought 2007 250R's. His had a ton of rust and mine had other issues. Frame and all components were really clean. Engine was missing a small chunk out of the exhaust cam, had sparkly oil, and had a weird metallic whine. Also I found that I couldn't register my frame in NH. Something about messed up title. Yippy. Screw it. Bought a 2005 bike that had been sitting for a little while. Frame turned out to be cracked, but the previous owner showed me the engine running, sounded fine. So I then bought a 1993 250R bike (old enough that I don't need a title). Engine was blown, but frame was good. As seen in the pictures, I stripped the frame, got the minimal rust off it, and painted it. After replacing some seals the '05 engine was put on the '93 frame and rest of the bike stuff came from the '07 bike. Yes, I cleaned the carbs out and replaced the O-ring seals. PHEW! I cranked it for the first time today annnnnd.... it was a no go. After cranking some to try and fill the carb bowls they flooded and a fair bit of gas starting coming out the bottom of the carbs. Cool. Worrying that I f-ed up when cleaning the carbs I replaced them with an untouched (by me) carb. Before cranking again I verified that the engine wasn't flooded either and also verified I have spark. Awesome! Went to do the recommended crank for 10sec and then off for 30sec, on for 10sec etc.... and battery ran out of juice. I'll have to try again later. Hopefully it starts!

From the sound of it, none of the carbs you've tried are truly clean. It's not trivial to actually get them to like-new condition.

I would very much so believe the carbs are not optimum. I just want to get it to show some life right now. The carb that I 'cleaned' had the idle screw set way out at nearly 4 turns open. I'm not sure why it was set that far. I'll contact someone to see about a carb cleaning, possibly rejetting and tuning. Not sure yet. Typically, I like to do the work myself because I can learn and find it fun. But it would also be nice to have the carb all set up properly I would think.

Clear jets important, but hidden circuits and more that can't be seen by eye.
There's also the matter of the float circuit. ALL jets, circuits should be factory clear followed by proper set up and testing. There are ways to "wet" bench test PRIOR to installing the carbs. Prevents repetitive, frustrating, time consuming carb install/remove on/off/on due to overflowing, leaking, etc. An example, in & out. Nice , eh? And a wet test pic.
