Thanks for checking up on me! Unfortunately, I'm waiting for that part 16017 to come in lol. I can't put back the carburetor and start my bike until so lol.

Got an update! The part came into today and I put everything back together. Looks like it starts up fine now (I think) but there is a problem. I turned the idle adjustment clockwise to the max and my bike does not idle at 1.4k rpm. Do I need to adjust the idle mixture screws? I unscrewed them, cleaned them, and put them back on. I untwisted it counter clockwise 2 1/2 turns.

does the idle adjust change anything? it's possible the idle isn't making contact with rotating part that connects to the butterflys... you should be able to see the little screw pushing the part the cables connect to.

The idle adjust does not change anything or I can't notice it change. Let me check the knob to see if it is making contact. The bike's rpm is so low that it dies unless I give it constant throttle.

All the idle adjustment does is move the butterfly plate on the right hand side of the bike (where your throttle cables lead to). The idle adjustment knob is just a screw that acts as a "stop".
