I really think (sorry, I don't know the names ) the part that springs back is getting caught on something. I just looked at my carb and there are a few things it could be clipping on if it's bent even a little.

I agree though. $200-300 for someone to do it with a dyno or air/fuel gauge would be well worth the money. I was quoted $500 for it to be done on mine a couple years ago and that wasn't with either of those tools... they'd just throw in their best guess and leave it at that.

Yeah I'm not too sure anymore what it could be. I really dont think its anything with the handle. Maybe the carb isnt pushed into the boots all the way and maybe I had the cables backwards, idk .

Your cables cannot be installed backwards, the schematic shows that in that case, the secondary cable would be releasing the lever rather than pulling it clockwise.

The position of the carbs respect to the boots is irrelevant.

Do the following test:
Disconnect the secondary cable and try the handle while you keep some tension on the disconnected cable.

Ill try this when i get home. how can i tell which cable is which?

The main cable pulls up (against the spring of the lever); leave that one.

The secondary cable pushes down when you twist the handle.

The handle normally turns around 90 degrees.

went to take it out and messed with spring a little and it actually was working right, so i reinstalled it and tightended the cables down and bam it works great. thanks everyone!
