Need help adjusting clutch cable

So I had a lowside, and in fixing my clutch lever it noticed when I have the bike on stands and put it in first gear with the clutch engaged the rear wheel would spin. I tried all types of adjusting on the clutch cable no dice. So I order a new cable. Install it, its better, when I put it in 1st gear the rear wheel spins, when I stop it with my hand, it stays stopped.

Is this how it should work? Am I just an idiot with the adjustments? I read the service manual, and there is the correct amount of slack. Thanks!

according to this thread, this is normal?

your ok with wheel spin. make sure your lever free play is adjusted at the tightest spot, check freeplay through the whole range of steering.

right now its really tight, I guess I need to take the clutch lever adjuster and put it in and see if that gives me more play. the bottom adjustment doesn't seem to do much
