Figured it out. Higher jets = more fuel
not reving past 8k = too much fuel..

Before its closed... An extremely lean condition will cause it not to rev past 8k!

Well, in my situation it was too much because increasing the jet size is what caused the problems. Jets 110, 112, and 115 all had the same results while 98 ran 'fine'.

It's all sorted out though. Running the stock 98 until tomorrow when I remove airbox (if it stops raining) than switching to 110 or 112 as needed.

Thanks for the tips though
