the bike is so high that it makes getting a knee down too hard. they like the sound of scraping though so they still scrape with their foot.

You can do either. I believe in tighter turns leg out is what most do. But if you are riding a fast sweeper I bet they might go knee down. Idk though. I think the leg out thing comes from most riders dirt background. That's what they know and it transfers over to the pavement on tight turns. Maybe it also gives them a chance to save it if the front wheels starts to slip. I don't really know.
