Noob Carb Question

I recently picked up a non-running 2008 Ninja 250. I'm waiting on the FSM and may have gotten ahead of myself. I'm pretty good at bringing carbs back to life since I'm fortunate enough to have a professional ultrasonic cleaner. That said, this is my first time playing with this carb. I cleaned the carb, thought everything was good, but the bike won't start.

After reading some posts here I learned that the needle jets are sided. Not sure if mine were in the right spot (N9VW and N9VU) and I didn't realize the needle seals 16017 come out (I just recovered mine out of the bottom of the ultrasonic cleaner).

Pulled the carb again and will insert the seals, double check the needles, float is good at 17mm (if that is the correct setting) and go over it once again and hopefully it will start this time.

My question is are any of the other jets/components sided like the needles? Also there is a long hose that attaches between the carbs, is that just a vent hose or does it need to be hooked to anything (pic attached)?

Any help or suggestions would be greatly appreciated. I'd like to get this bike running.

Swapping needles will just results in slightly different fueling per side. Won't cause any issues with starting bike at all.

Hose between carbs goes to coast enricher. Prevents popping when letting off throttle. Won't affect starting bike.

Did you rebuild petcock?
Done flow test to verify it actually flows sufficient volume?

Petcock flows.

I need to look at the hose diagram again but the enricher is already hooked to another port on the carb.

There should be three hoses connected to coast-enricher.

How much petcock flows is important. Just having power at battery is different with 8v vs. 12v.
How much does petcock flow in 30-sec with barely any vacuum applied?

Bikes aren't binary, they're analogue with shades-of-grey variations. Depending upon which end of grey you're at, they may or may not work at all.

Also have you check internal fuel-hose filter? Is it inserted in correct direction or has it been crumpled and wadded up into ball?

As final test to confirm or rule-out difficulty starting is or is not fuel-delivery issue, get squirt bottle. Put some petrol in it and squirt 2-3cc into airbox. Wait 30-second and push START button. Does it run now?

It's all good. Installed the needle seals that fell out during the ultrasonic cleaning process and the bike started right up.

I did discover a problem with the petcock. It leaks when on when the bike is not running. Can that be rebuilt or does it need to be replaced?

actually known as needle jets often forgot about/lost during cleaning process

yes, petcocks are possible to be reliably rebuilt using great care and new internals
