The old owner painted the bike black himself, then scratched it. How could i paint over it?

you dont have to sand it all the way to the green just make the scratch nice and smooth, use like 500 grain sand paper, then clean it really good and put a little primer on there of the scratch, then just sand down the primer once its dry and make it all smooth no ridges, then paint!!!

if you want your paint to last and look good, prep the surface properly. get rid of the **** paint that's already there that wasn't prepped properly that is just going to fall off.

buy new fairings, or take yours to get painted. I would say good to go for painting little stuff yourself but the whole bike i would say new fairings or take it somewhere!
