Open file on your computer using Paint, click resize then save file and upload.
Profit
I usually do it in percentages, like 50% reduction etc.

If you want to go larger, eat a crapload of junk food, or pick up some meathead supplements from the health food store.

If you want to go smaller, stop eating or binge and purge.

Hmmm, I guess I don't understand what you're really asking.

I resize all pics before I attach or link an image. I resize them because 5mb pics suck to upload and download.

Your only two options really are to attach or link images. However, if you attach an image it will be thumbnailed (on post view) & resized (enlarged attachment) automatically by vbulletin per Alex's configuration. Linked images will not be resized. I recommend a browser add in to resize those whose sizes are greater than 500x500 or smaller if a smaller screen device is used.

Sure the [resize] tag is available, but honestly... reload this post on a low bandwidth connection such as shotty data service on a smartphone and you will see why I don't use it.

The [ resize ] [ /resize ] tags (remove spaces) wrapped around any image will automatically scale the image to 1000 pixels wide. You can wrap the tags around multiple pics (or even your whole post), and it will scale everything to 1000 pixels wide. There is an icon at the top of the editing window to automatically add the tags:

To Chris's point, that doesn't affect the bandwidth the image requires to load, so there is no benefit for those with slow connections. That said, multi-pic threads are always going to be clunky for those with slow connections, so I don't worry about it terribly. Sometimes I repost to imgur to resize, sometimes I use attachments, but if I am fixing a thread that has the pages skewing wide due to someone's mongo picture, I usually just add the resize tag as it is quick, easy, and effective for that particular problem.
