Shifting 2nd 3rd gear stone hard (08-12 ninja 250R)

Hi all i’ve been noticing my shifting sometimes was stone hard. It only on 2nd 3rd gear. I change with new engine oil. Shifting issue still remains. And also sometimes the shifting work but with rough sound. Do i need to adjust the clutch bite point? Or it have bad transmission inside the engine?
I just bought the bike 2 weeks ago. It only has 11000miles. The bike reasonably good condition

Is the shift linkage free to move, not bent, and lubricated?

Yes, I understand, but sometimes the slightly different amounts of lever travel needed for different gears causes a problem to be worse in some gears than others. We recently had a guy here with a shift problem only going into 6th, I think it was.

I’am pretty sure its not that in my case
Because
When i shift to the 2nd/3rd gear and then it stuck rock hard
-i try to reving a bit =doesn’t work
-release clutch lever and pull it again with a bit reving =it works but feel rough
-this is not happens on the low rpm (2-3k)
-using higher rpm sometimes works with (again) rough feel
-i can’t say how exactly rpm it happens because my tachometer currenly not working at this moment. Roughly guess (4-6k)
