make high beam into low beam?

I bought some 55w bulbs for the 250r and i want to have both sides on when i ride day or night... so is it as easy as adjusting my high beam bulb lower to equal the low beam?
how does the high beam work? is it just angled higher? or is there more power going to the bulb making it brighter?

it depends almost entirely on the reflector.

the reflector is angled higher, high and low both use the same h7 bulb, the cheap fix is some phillips xtremepower h7 bulbs, the expensive fix is a full on hid retrofit, please no hid kits =)
