Cranks wont Start

Recently bought (overpaid for) a ninja 250, it was running but had some rough spots, I replaced the tank, cleaned the petcock, did a slight once over to the carb, and added a factory airbox back to the bike. After all that bike still started but had some issues with idle and what not so I ordered an OEM carb, while waiting I decided I would go start the bike, now all of the sudden the bike cranks but doesnt even act like its about to start and when i turn the key off the bike can still be cranked. There is clearly something electrically messed up and the wiring harness has been spliced and the wire management is rough. Would it make sense to buy a new (used) harness and start from there? Don't know where to start.

I think troubleshooting a problem or two with a schematic and a multimeter would be a lot easier than installing all new wiring and then troubleshooting that.

If you want your old carburetors restored to new condition, Ducatiman here will do that for a lot less money than the typical selling price of new ones.
