front fender bracket/stay; what it for?

I'm referring to part 35009

Do 88+ bikes have this? or is it just 86-87? Any idea what it's for? I mean, why not just attach the fender directly?

Yes, F models do also have this bracket. It's for added strength to prevent the fender from flexing and twisting. Although it's not really necessary, since people remove it once they raise the front fender for larger tires.
