Yes. The Eighties. Prescient. The techniques are old (http://en.wikipedia.org/wiki/Chroma_key). Only the shear volume of their use coupled with the increased public awareness of the applications is new.
I'm pretty sure it was standard practice in news programs long before that and it's existed for far longer. Star Trek was before its time? :P
