Starting/idle issue

New poster here. I have an 03 bike with a 12 motor(allegedly). I have been waiting for the plate to come from my closed dmv, it came today and I suited up for a ride. Wouldn’t start, I put plugs in because I didn’t know their history. Now it will only start with choke off, throttle wide open and petcock to off. Won’t idle either. Everything is stock with carbs and airbox. And I seem to be getting a fair amount of gas from overflow hose onto ground. Help please. Thanks

Any chance that riding it might “loosen” things up? Bike has not been ridden in while, just started occasionally.

Not a chance. You have multiple issues. Such as dried rubber seals in petcock and carbs. With additional time, they will just dry up more and leak more. Usage won't matter. Same with clogged passageways in carbs. They will continue to accumulate more debris and dried petrol and get worse. Only fix is complete disassembly of carbs down to ever last individual components and thoroughly clean & scrub them to restore back to factory-fresh clean state.

Question - if someone is running their bike daily, using fuel stabilizer with their gas, how often do you recommend rebuilding/cleaning the 250 carbs? Not sure how often as there's no set maintanence schedule on em.

You'll want to plan ahead a bit. Get necessary equipment and supplies. Scrub brushes, ultrasonic cleaner, micro soda-blaster, etc.

Here's rebuild-kit for petcock: https://www.ebay.com/itm/312734032287
Rebuild-kit for carbs: https://www.ebay.com/itm/233439356307

Do search for "clean carbs ducatiman" here for tips.

Specifically, in your set scenario above.....10 years is certainly reasonable, provided no running issues surface prior.

Generally speaking (many variables) any purchased used "new to you" bike, especially those gaining in years....again around 10 year a good general rule to service carbs....service including *full* seal/oring and float valve renewal. Contrary to popular belief they have a service life...never intended to last forever (exposed in a constant fuel environment) In addition, float valves are a moving service part, their viton tips DO wear.

Here's a pic of fuel rail seals from an original, untouched 25 year old set of Mikuni off a Ducati ....I'd submit these were done a little on the late side, the white corrosive drying and cracking the seals. Out and out dangerous in this instance, these leaking would be catastrophic.

So, I'll submit that 25 year interval is too long. I routinely encounter 10-12 year old 250 carb oring/seals that are compromised way beyond service life ...flattened, crystal hard, corroded, etc etc.

So if I muddle through riding season, how much does it cost to have a pair of carbs professionally cleaned and rebuilt to stock specs? Thanks

I'll contact via PM

For discussion purposes, I'm doing today a 19 year old set of SV650 Suzuki carbs....a float valve went runaway....filling the combustion chamber and crankcase with fuel. I'll submit this example of denying a refurb for 19 years also too long.
I'm thinking the 10 year threshold is safe and reasonable, again though...subject to variables.

So, with the help of the folks in here, I swapped out the 03 carbs for 12’s... starts right up, no fuel pouring out of overflow, it idles and everything. Thanks to all who offered advice and assistance!!

Exterior parts are slightly different along with jet-sizes inside. I've used them back & forth without any issues. As long as you match jet-sizes to engine it's going on.

Good job getting that fixed!!
