it could be, but we're gonna a need a whole lot more info to give a definitive/accurate assessment of what's causing the rpm rise.

All depends on riding style, could just be the clutch springs are worn and/or the cable needs adjusting, make sure there is a small amount of play in the clutch handle

Could be a couple of things, a bad CDI would cause the rpm to jump back and forth.

A improperly adjusted chain would cause the bike to surge.

And lastly, a slipping clutch would cause it to rise also.

More info and we will help you diagnose your friends problem.

is the engine revving higher or is the tach reading higher? when he is just cruising it does it? what about when he gets on the gas? it sounds like his tach is having issues because if it was really his clutch it would more likely be slipping when he's applying more force to it... as in when he's accelerating. when the revs go up, does it make a bigger vroom vroom sound and does he feel the power slip off a little bit?
