Do the gear change levers wear out?

My gear change lever has a fair bit of side to side play, and also a smaller amount of up and down play. This is while holding the linkage under the lever still. I see that the lever has a bearing material of a black color - does that wear out? I also wonder whether the correct washers are installed - it has a washer with a small hole on the bike side and a thinner washer with a large hole on the allen head side. Any help is appreciated.

I manufactured a washer from a piece of aluminum can and placed that between the outer washer and the head of the allen bolt. That got rid of 3/4 of the play. I tried a second washer but then it was too tight. I will take it for a test ride and see how she goes.

Apparently Al can is approx 0.097 mm ie about 0.1 mm. That is 1/254 of an inch, or 4 thou.
