Whistle when revving

Hey guys. My workhorse has a problem. There's a whistle. It started today at slow speeds while teaching someone how to ride. When riding it home I noticed it would bog/then surge. I have my suspicions but I want to know if anyone on here has dealt with this before. Will attach videos in a few.

if you have a vacuum leak spray ether around the intake boot and rubber line you should see a rise in RPM
