Yes. At 45 deg BTDC the cams are free floating. You can remove the tentioner and rock the cams back and forth to check.

I've never found the spot there was literally no tension, but I follow what you're saying. I've got to check mine sometime this week to troubleshoot that dead cylinder, so I'll make a point of giving this a try. I've usually had no problem tapping the caps with a screwdriver handle or closed fist to release them. However, I can tell it's quite a delicate job. My sympathy to all those this didn't go well for. Usually this would be me, but so far I've been lucky on this one.

I guess the main thing to avoid is having the lobes pointing down on the left or #1 piston. Its the cocking angle that will break the cam.
