Legal? Not even close.

Stable based on rake/trail/weight distribution? Seeing him go what appears to be 50+ mph without having the front and rear wheels trade places, I'm going with yes. Ugly as hell though.

I'm pretty sure the angle and length of the forks and bars (watch his hands move around while controlling it) and the fact that his gas tank is directly in front of his face (he has to bob his head around to actually see where he's going) are bigger issues.

The worst idea is that fuel tube fluttering in the wind, IMHO.
The float valve of that carburetor must be on steroids to keep up with the pressure from the height.

The second bad design concept is the excessive lever working against those head bearings.
Imagine if that front brake would be strong and the rider would use it for an emergency stop !!!

The third flaw is the excessive twisting movement of the front tire respect to the steering hanger.
Imagine a tank slapper not reaching the handle bars.

The vision interference is nothing so bad that a periscope could not solve.

Will the hose at the gas pump even reach the tank? Does it start swinging like a pendulum in a cross wind? Will it clear the top of his garage door? Where does one obtain a 14 foot long clutch cable? This bike raises a lot of questions.....
