2009 ninja 250 starting issues

So my buddy has a 2009 ninja 250 it's ran mint since he bought it at 3400kms now it's a little under 14000 and won't start not a battery issue as I've droppedy own in there with the same results. Neutral lights high beam light and brake light all function but the starter does absolutely nothing no ticks no noise nothing
And he claims his headlight doesn't work except the high beam. Any input where to start? I was thinking either the starter, stator or even his valves. In addition the bike runs fine (according to him) but he can only push start it

Check your wiring to the starter. Check the main fuse for the starter. Check the starter relay/solenoid.

It seems that electricity is not reaching that starter motor.
Apply 12 volts directly to the starter motor and see what happens.
If nothing happens, do the following:
If the battery is actually in good shape, you should hear a click coming from the starter relay when pressing the starter button.
If you don't, either the fuse is blown or the relay is defective.

Sounds like starter solenoid, you can take a screwdriver and touch the two terminals, if it cranks, then you have a bad solenoid, if not, check wiring from the battery, to the solenoid, to the starter motor, don't forget to check the ground as well.

headlight bulb may be bad. Just replace. You can also verify by switching the good high beam into the "bad" one and see if it's a bulb issue. They use the same bulbs.

As others have mentioned for your starter issue: check fuse and then relay. There's an extra 30A fuse attached to the rubber mount for the starter relay if your fuse is bad.
