Question about the washers to use when shimming the needles

Alright I have been reading about shimming the needles here all weekend, I think it will be my next DIY project along with removing the kleen system to get rid of the popping from my new MGP exhaust. My question is I have read about the washers being 3mm or #4 SAE, is this the outside diameter of them or the size of the hole the needle will go through? how big is the outside diameter of them? I have not found any photos of the washers aside from some on the needles. (anyone who could post some it would be great!!!) I just want to make sure I get the right ones the first time... I assume they will tiny little things. also is there anything else I should think of doing while I have her naked?
