what the best brand out there for front and rear steel braided break lines gonna get some for my 07 ninja 250

That's "brake" lines. I don't think you want any breaking to happen ;)

Any well known brand will be good. Of the top of my head I can think of Galfer and Spiegler. The forums have had a couple of group buys for Apex lines now, courtesy of Asspire, which were a great deal. I bought a set and haven't had any problems with them. You can always wait around for the next group buy to happen.

I use a company out of Utah for all my lines there called American star good quality stuff... When I get ready for brakes on the race bike I'm gonna go with them

I used a Venhill front line on my '07. Good quality and color choice, nice hardware, good customer service, reasonable price. Here's a pic:

Vinyl, I think, but it's steel.

Reasonable price but you have to specify what you need.

I have Galfer on my 250 and 636 and Goodridge on my 400SM. I can easily recommend both brands.
