i have to go along with the rest of the guys here, the price of everything to get that little boost is kinda steep unless you find a used full exhaust jet it yourself and a good deal on sprockets.

You need a SV650 or a thumper.

Back OT...you could gear down to get more low-end snap, but it's going to increase the revs everywhere else - which isn't a great trade-off for the Ninja.

Put a larger sprocket on the back.

My 2007 has more power in the low end than what I can handle. :o
Any 2007 in good condition of repair and properly serviced has decent power output, unless you live at high elevations or among stepped hills.
Keeping the engine regime high (around 9K rpms') for any gear increases torque output greatly.

To summarize what the others have said:

If you want to tune your bike for low end power, you will be taking that power away from top end. If you are alright with that, the easiest thing you can do to see a difference is to change your rear sprocket to a larger one.
