While on the street, setting your entry speed before turning is a great safety measure to take.
But.... There are exceptions to nearly every rule.
On the track, there are pros and cons to completing all braking before entering the turn. But a spectacular part of trailbraking is the nail biting late brake passing that puts the fans on the edge of their seats.
