Mitchell, the above is one of the reasons the boots fit the way they do. Track or race style boots will have some extra room in the top area of the boot to allow for a shin guard and/or padding that are commonplace in full leather suits meant for track riding. You should find, if you were to put on a full leather suit, that most of the space would be filled by the gear. We see similar fitment issues with jackets and suits and a common solution is to fill the space with armor such as back and chest protectors.

Since budget is an issue for you, you can visit your local sporting good store and pick up some shin guards to wear under your riding pants. Take your boots with you, different shin guards will have varying thicknesses. Try some different ones on and you should be able to find a happy medium between fit and feel.

The extra protection will be there if you need it.
