Maybe unrelated, but I had similar problems with a relatively new bike. Would return to idle veeery slowly and in general not run well at all in the lower rpms.

I ended up pulling carbs to check for clogged pilot jets but all seemed pretty clean. While the carbs were out I took the opportunity to reset the idle mixture and shim the needles while they were out.

The idle return thing turned out to be a misadjusted throttle return cable (idle cable) end at the carb end. It would sometimes bind and keep the throttle from returning properly as it was not seated squarely and the slack was misadjusted too loose from the factory, or it had slipped since delivery. All runs perfectly now.

I think idle speed (through the idle speed adjustment knob on the carb) should be set around 1300-1500 as most people do. You have checked that, right?
