you've circled a main air correction jet, rising fuel level is sneaking outta there....a runaway float valve.... seal not sealing, could be due to many reasons. But yessir, @
DannoXYZ correct...carb service is certainly called for. And within the service replace ALL orings, rail seals and float valves.
