Shimming or BRT TIS?

Hey everyone. I have not posted in a while because I've been away at school (without my ninjette ) but I will be coming home for the summer and am looking to continue modifying my 2009 250r. As of now she runs completely stock (performance wise). However, I have been looking to improve the bikes throttle response in the lower rev ranges. After doing some research, I am stuck between shimming the carb needles and/or purchasing the non-programable Sportisi BRT TIS.

Here is my problem...
I feel like the BRT TIS installation will be much easier and I will not face the chance of damaging any vital carb components. But, from what I have been reading.. in order to shim the carb needles, all I need is a few 3mm washers and the right tools (much cheaper).

Could any of you out there give me your opinion on what I should do/ what you would do if you were in my position.

If I have made any mistakes in my research, please let me know.
Thank You!

Can I purchase the washers for the carb needles at my local hardware store and is there a specific material that they should be made of? and is there a preferred size that will work without any troubles?

I will do so and begin with 1 shim/washer on each needle. Will I need to adjust the idle speed once I am done? I have been reading about people having to do so.

I hope it goes well, I let my stepbrother ride mine yesterday and told him to compare my bike (shimmed/snorkel removed) against his stock bike (both new gen 250's). The first words out of his mouth after the ride were "There's gotta be something else done to this bike" (other than just shimming)...it made me smile ; He was extremely impressed.

Thats great news! I really do not know weather or not I should remove the snorkel. Does it improve performance at all? I plan on keeping the stock exhaust system for a while. will removing the snorkel also change the sound that the bike outputs? Because I have cranky neighbors and im sure many of you with louder bikes can relate to this...

Why don't you pull the EPA caps and adjust the idel mix screws (do it properly)? Shimming doesn't actually "fix" the issue, it just covers it up.

I feel as though I'll screw the bike up if I mess around with the mixture screws. I have a ton of questions regarding how to adjust them properly if anyone could answer them. I have read the DIY's and have done research, but one of my questions is:

Will both screws always need to be set at the same potential... Or will one of them possibly need to be adjusted (turned in or out) more than the other?

Also, can someone explain the difference between the idle adjustment knob and the idle mixture screws? I have not touched either of them yet... I am just trying to learn everything I can about them before hand.
