new ninja owner

i just a bought a showroom shape ninja 2008 250r used.
perfect cosmetically, was not started for a long time so it revs wierd and dies when you let the choke down too early.
a whistling noise comes out the gas tank when you turn it off.
are these normal?
how do you fix them?

this is my first bike, well actually my third, long story..
i took the motorcycle riding course, ordered a 750, downed it, fixed it sold it right away.
then i got a suzuki katana, too heavy, didnt feel comfortable, sold it and then got this.

Congrats!

Whistle is 100% normal.
Warming up rough after not running for a bit - my 2010 does it too. Solution - ride more often.

should i get it rejetted? for better power in lower gears?
