Ninja 250r idling extremely high (6000-7500 RPM)

So I removed the carbs for the first time about a week ago to clean them in an effort to fix a problem that I've been having with my bike for a while, which was that it would start and run for a while, but would inevitably sputter and die. So I cleaned the carbs really well and put them back, and then I started the bike using the choke since it was cold. Once the bike warmed up the RPM shot up to 7000 RPM.
I have checked everything that I know to check. The choke is off, the idle screw isn't even touching the throttle, the vacuum tube is connected to the petcock, and the carbs seem to be seated into both the engine and airbox correctly. I have read that it could be an air leak in the intake manifold somewhere, but I am unsure about how I would check that.
I miss riding my bike. Its the middle of the summer and I've been working on my bike and its been passing me by. Any help is greatly appreciated.

is there sufficient freeplay at the cables? (to enable the throttle plates to fully close)

Did you disturb the synch screw (between the carbs) at all during your cleaning procedure?

all vacuum hoses returned to their original positions?

At the grip there is about 1/4 inch of freeplay. Down where the cables connect to the carburetor they are reasonably taut, but the return cable has a good deal of slack in it. I thought it was because the return cable wasn't pulling up on the throttle hard enough, but from what I've read it isn't there to keep the throttle pulled up anyway.
No I don't believe I disturbed the synch screw at all when I cleaned the carburetor. Both of the little flaps open simultaneously when I push down on the throttle, so from what I understand this means the carbs are in sync.
I also recently discovered that the RPM shoots up if I turn the wheel to the right, furthering my suspicion that it might be a cable problem.

introduce more freeplay in the pull cable, see if it lowers the idle

but then you've got to double check routing to assure no rpm rise when bars turned fully left or right

There is definitely RPM rise when fully turned to the right, approx 1500 RPM difference, but none when I turn it to the left. Would an issue with the cables cause it to idle so much higher than normal? I will go try that out though and let you know if it works.
Is there information available about checking the intake manifold for air leaks? Or is it more of a "look and feel" type procedure?

It's your cables, recheck them for routing issues, and adjust them accordingly.

Hey guys sorry for the long wait. I rerouted the cables and lo and behold it ran perfectly! I cant thank you guys enough for your time and insight. Unfortunately the bike started to have other problems and once again will not run correctly, but thats a problem that I will address in another thread.
