Carb Needle Shim Question/Bike Idle

Hey yall. Not really searching for more power but a little more noise to have people know im around I decided to remove my baffles on the exhaust and designed better ones for a mo re rolling sound. Also rremoved the tank and perform the carb needle shim trick with 2 reccommended washers per needle to compensate two mods. Lastly removed the airbox cover (while gas tank removed) and cut the airbox funnels for the throatier sound. I also had a helluva time warming the bike up no matter what time here in sunny florida. Slapped it back together and it ran like a dream. Not as lean take off is great power band is wonderful and warm up takes 2 mins am and 1 min pm. Runs hoter obviously but my fan actually comes on now and does a fine job keeping it at SOT. At full hot warm up and ridden ive adjusted the idle screw to just about 1 to 1100. Seems pretty good right? Well. Coming to a stop between lights its idling at 2 to 3000 rpms and will stay there unless I bring it into the friction zone and pull the clutch back in. Then the engine (sensing the load) will bring the rpms back down. Why is this? Burning off the fuel that is still in the carb tunnel? Vacuum leak? I will spray carb clean at it tomorrow and see if there are any. Thanks for reading.

The idle speed on these bikes seems to be possessed by supernatural forces. You can strip and clean and set up to get it all perfect and a couple of weeks down the line it is drifting all over the shop again. These days mine will be somewhere between 1000 and 1400 rpm but I know come the winter the "3000 or stumble-stall" nightmare will start again. and that when I strip the carbs they will be flawless.

Ensure throttle cable for free, clear and full movement.
Ensure carbs are synced and butterflies are opening/closing as needed
Ensure choke cable for free, clear and full movement and clean choke (see below).
