the vacuum petcock is operational? only flowing when engine cranking or running?
Pro cleaned carbs? New float valves? Or a driveway/toothbrush job?

To be clear, the float needles are affordably replaceable, the seats, however, are not. They are pressed in by the Keihin factory. There are various methods used to clean them. Just a heads up...never use a drill or metal utensil in any attempt, permanent damage will most likely occur. Chemicals or ultrasonic being the wiser alternative.

When you say the carbs are flooding, do you mean the usual definition, meaning letting too much fuel into the engine so it runs way too rich, or won't run, or are you saying gasoline is coming out the overflow tubes? |

If the petcock flows when engine off, it’s bad. Replace the simple known bad things first. Long term pressure on the floats from being asked to stop the fuel flow could have taken them out too, but start with the obvious known faulty part

quoting Triple Jim....
"meaning letting too much fuel into the engine so it runs way too rich, or won't run, or are you saying gasoline is coming out the overflow tubes?"...... .....or into and filling the crankcase? Specific answer please?

That's the classic double problem: Petcock that doesn't shut off and leaking float valves.

In replacing float valves with new today in a members 250 set I encountered a defective float valve. In wet testing, in 1 carb a very high fuel level was present no matter how I adjusted the float. Change float valve, readjust...perfecto.
The other carb with new float valve was fine. Rare, but it happens. I can see some minor defect (a weird ripple) in the viton tip surface, though not readily apparent unless closely inspected. Oh well, 1 defective float valve in the garbage....NEXT! And this is why we wet test...reveals error PRIOR to carb install on motorbike, saving yet ANOTHER R & R. Another post shall follow in the thread entitled "the Amazing Carb Adventures Of Ninjette". Hey, not a bad idea...what you think @Triple Jim ?

to go back to topic....agreed OP @JADEN05 needs to renew his float valves (as well as the petcock he's waiting on). Setting, checking both float and fuel levels within the float service phase.
