At fort hood a guy in a built to hell Nissan 240 got pulled over by a cop in a golf cart, we picked on him pretty bad after that when he would talk a out how fast his car was.

It's better to get pulled over for a talkin to than to get felony evasion!

City cop horses dont usually react to pipes and lights but a country horse gets spooked real easy....rears up, jumps sideways, spins...very dangerous for the horse rider. Getting thrown is about the same as falling backwards from maybe 6' with no protective gear.sometimes a foot still stuck in the stirrup and being dragged a bit by the horse.
Personally...if I see a horse approaching...I shut down and let them pass. If I'm approaching from back...I beep and wait for rider to acknowledge me. Our noise, lights, even helmets and gear can spook a horse.

I used to ride there in the City of London, he is lucky the cop was a biker, and I am very surprised he didn't get nicked, probably only because the cop couldn't be arsed to dismount.
