But i got a question, when you move the choke lever, this "thing" moves to outside or is outside and when you pull the lever that thing move inside of the carb?

Disconnect the cable from where it mounts to the carb and see if you can move the mechanism on the carb.

Then see if the cable moves freely when disconnected.

That will tell you if the problem is with the cable/mechanism on the bar or the carb mechanism.

That part has nothing to do with choke-cable.

B is the choke plunger shaft
A is the choke bracket, actuated by the handlebar control via the choke cable

It doesn't matter one bit whether it moves in or out. That's looking at the wrong area and wrong analysis. That's like making the bike move down the road by pushing it. The correct procedure is to hop on and ride it! Here's what you need to do to fix choke cable:

Ok, here's what you do. Do not skip steps and do not do anything not shown here.

1. REMOVE CHOKE-CABLE FROM CARB

a. find choke-cable on top of carbs

b. pull on cable-housing out from cable-stop and slide inner-wire towards back and out slot

c. rotate cable-housing vertically underneath cable-end

d. slide cable-end barrel forward out of choke-lever

2. LUBRICATE CABLE

a. disassemble control-housing and extract choke-cable end, make note of how all the pieces fit

b. drip oil down inner wire while pushing it in & out

c. when oil drips out lower end of inner-wire, cable should be fully lubricated

d. reassemble control-housing on handlebar, put a little silicone-grease between rubbing parts. Push choke-lever all the way forward (off). Note you should have about 30mm of inner wire showing.

3. CHECK CHOKE-MECHANISM

a. squeeze choke-lever towards cable-stop

b. lubricate choke-shaft with silicone-oil if it's stiff and doesn't squeeze and retract easily

4. RE-INSTALL CHOKE-CABLE

a. align cable-end and cable vertically under choke-lever

b. slide cable-end barrel towards back into choke-lever

c. rotate cable-housing towards cable-stop

d. lift cable-housing over and towards back of cable-stop

e. pull cable-housing and slide inner-wire through slot at back of cable-stop

f. release cable-housing, choke-lever retracts and pulls housing into cable-stop

g. pull choke-lever on handlebar, you should see about 13mm of travel at cable-end.
