Only runs on starting fluid

I've done everything I could think of to get this bike running the past few weeks. A quick explanation of what happened-
Three years ago, I was enjoying a ride when I ran out of gas. I hadn't used 'Reserve' before, but when I did- the motor started bogging and eventually died & refused to start again. The previous owner had punctured the gas tank at the two fairing bolt locations, so condensation caused lots of rust in the tank & I figured that it clogged everything up. I couldn't afford to fix it at that time, so it went into storage.

I'm now trying to get it running. When I pulled the tank and carbs, the petcock reserve filter was gone and rust clogged the petcock. I also found considerable rust in only one float bowl. I cleaned out the carbs, bought new fuel line & in-line filter, new tank,new spark plugs, and new battery. It didn't even turn over or give me any lights or anything! So, I used a lot of posts on here and spent a good while removing corrosion from connectors. I finally got it to give me all lights and will turn over, but won't run except when I spray starting fluid in & then only for a few seconds. Both mufflers are flowing exhaust.

I'm not familiar with electronics, so don't ask me to get a multimeter and test wires. I am wondering if there is a fuel filter inside the carb that could be clogged??

Any thoughts???

There is an in-line filter yes. And when I say in-line, I really mean it. Look inside the old fuel line where it connected to the carb. When you take the line off the carb, it commonly gets stuck in there. Other times it stays right in place inside the carb fuel inlet. They are thin and rust will clog it very easily.

Are you talking about that little black 90 degree elbow that the fuel line connects to the carb with?? The filter is inside of that?

Yes sir, it just slides in before you put the fuel line over. It works kinda like a tampon with no string.
