Said that its not the battery because he bought a new one and it drained the battery.

Most likely is something simple, I've worked on worse.

At the very least your looking at a full carburetor service, and charge the battery, once it's running then you know what else is wrong, fluid change, etc......

Doesn't seem like a bad deal as long as the motor isn't seized (which I doubt it is) try turning by hand. Try to get it for $1,500. Even though the 1,600 is fair as is.

For what it's worth, I see running newgens in my area on CL for $2,000 (Which is $400 more than what he wants)

Whenever a seller tells me how much its worth in parts I meticulously explain to them how that means nothing. "Oh then why don't you part it out smartass?" "Well its a lot of work and-" "exactly. Its a hell of a lot of work. So how does it make sense for me to do all that work just to break even?" "...," "call me when you decide to bring the price down."

And it usually works, mind you. Some sellers you can be an asshole to.

I was thinking of showing up with $1,200 cash in hand, after examining the bike, and saying, "All I brought was $1,200". And then bust out the wad of cash. It's not everyday people see $1,200. It could have an impulsive effect on him persuading him to sell. 1,200 reasons to let go of his neglected ninjette.
