Just bought a 2004 with 6500mi really clean. Has one issue between 6250 and 8000rpm the bike feels like I'm hitting the brakes on and off. Above and below its fine no problems. Any ideas ?

I have a similar issue between 7-9. I would describe it as bogging. So far I haven't tried anything to fix it, but I will be cleaning the carbs soon; we'll see if that helps.

In that rpms' range bogging seems to be related to the diaphragms / needles:

Welcome Rich!

I think Motofool is pointing you in the right direction. You both sound a bit lean but each bike is different.

Ensure a clean carb first the, shim those needles/move clip down one and give it a try again.

Let us know.

I kind of had a tugging feeling on the ninja 250 when I first got it after syncing the carbs and doing a valve job along with a new chain it no longer tugs like im pushing the brake and letting of over and over. I have no idea what fix it as I did all 3 at the same time sorry.

The clip is if you have a jet kit. If you are stock you're stock, it will not apply. Start with 2 washers, test ride, then try 3. Do your test rides with the bike fully warmed up.

A fouled plug can can cause the same issue.

Does this issue only show up during constant speed, constant throttle scenarios? If so, pull the slides out and see if the air hole on the bottom has been drilled out. The other way of drilling slides involves drilling a tiny third hole, so look for a tiny third hole as well.

I ran into problems like like you describe when I experimented with drilling the slides for faster throttle response. I epoxied the tiny third holes shut and never had problems again.

i put a washer under the needles put everything back together and it will idle cold or warm but once i ride it or rev it up a little it will stall when i let off. runs awesome above 5k.

anyone have any ideas?

If you are running bone stock then you shouldn't need to shim the needles. I would change the plugs before anything with NGK plugs and see if that helps. My guess is either some of your jets are still clogged or your carbs just haven't been properly synced. Also the manual says you should get your valves checked at 6000 miles so keep that in mind.
