2009 ninja 250r won't start

so i just bought a ninja for the wife cause she got her motorcycle endorsement.
a friend of a friend was actually getting rid of his ex wifes bike that has been sitting there for about 2 years. so i replaced the spark plugs, oil, gas, took apart the fuel hoses to see if it had any gunk, no gunk. and lastly the battery. the bike refuses to stay on, it will tun on with the choke all the way open. but if i throttle at all it shuts off. the bike has all original fenders and has never been dropped to my knowledge. any an all help would be great.
PS: i took apart the air filter an it was soaked in oil. with a little puddle at the back.

Welcome Joey! You will need to clean out your carbs to get it running. Typically your pilot jets will clog.

A full carburetor cleaning and rebuilding is in your immediate future, if you've never done a carb cleaning, for in for a real learning experience. If the pilots look really bad, it's easier just to buy new ones, than possibly wasting time cleaning them, between the actual jet size, and tubes it's not a lot, as shown in the photos below.

Install a fuel filter also .

Also, something most people dont say about a carb clean is: DONT get carburetor cleaner on the thin rubber diaphragms of the carb. It makes the rubber expand and deform.

Carburetor cleaner is a big NO-NO with any rubber items, like O-rings, the tips of the float valves, etc....

Personally I don't advise soaking the carburetors in Chem-Dip, unless your gonna split the carburetors, there is the O-rings on the fuel rail, and most importantly the fuel inlet elbow itself is made of plastic.

I would advise getting them sonic cleaned, which IMHO is the best.
