Shimming the carb needles

What does shimming the needles actually do to improve how the bike runs?

Posts: A lot.
Our bikes are set up from the factory too lean(not enough gas going ins), the needle in question blocks off fuel in the carb, as it is raised it enriches the fuel mixture getting the mid throttle power where it should be.
