Looks like after it crashed sombody has rounded up the bits and put it with it, and since it's no longer capable of going on a stand somebody has popped it upside down and parralel to the road so that it can be seen easier and it's as narrow on the road as possible so vehicles can pass by.

Why is it no longer capable of using a stand? The center stand appears to still be there, as are both wheels
