Had to watch it a couple times but I get where you got the "engine braking" part from. Looks like he was trying to hit the rider in front of him when you don't pay attention...

Yes, at high speeds the braking effect of the engine is more pronounced.
The reasons are two mainly:

- High rpm's generate high friction that eats a lot of energy from the engine and bike when the combustion stops.

- High speeds generate a lot of aerodynamic drag, to overcome which the engine must keep generating torque.

As soon as the rider at front closed the throttle, his speed went down quickly, but no brake light indicated that was happening to the rider following too close and directly behind.
